There are approximately 70 competitive districts across the U.S.: 40 held by Democrats and 30 held by Republicans. Congressional districts with either a competitive U.S. Senate race or ballot initiative will receive extra attention, as spending and intensity from abortion industry-aligned groups will be substantial in those areas. There will be an estimated 35 races in orphan districts, which are critical to keeping the House in pro-life hands. These are congressional races in states without a marquee contest at the top of the ticket. It is typically easier and less expensive to message in orphan districts, but more difficult to get voters to the polls.16'
